Bel Marin Keys Community Services District
Board of Directors: The Bel Marin Keys Community Services District Board of Directors is elected at large for a four year term by the voters within the District boundaries. Board meetings are held the 3rd Thursday of every month at 7:30pm at the Community Center, 4 Montego Key in Novato. All meetings are open to the public, and we encourage attendance and participation by residents. The agenda is posted on the bulletin board located outside the Bel Marin Keys Community Services District office and on this website.
The District is governed by a five-member Board of Directors elected to a four four-year terms. In addition individual board members represent the District on other boards, committees and associations in Novato. The Marin County Elections Department manages elections and ballot measures pertaining to the Bel Marin Keys Community Services District. Candidates must pick up nomination documents at the Marin County Elections Office.
Elected Officials Compensation: The Bel Marin Keys Community Services District Board of Directors Board Members adheres to Resolution Number 2006-03-16-02 for compensation and reimbursement for attendance at training, conferences or seminars and other travel. Board Member compensation is $100.00 per meeting. There is no other compensation for Board Members.

Vince Lattanzio has lived in Bel Marin Keys for over 25 years raising two children with his wife Sue. He’s a first generation Italian, and the oldest son of 8 siblings, growing up in Syracuse NY. His education includes a BA from Syracuse University and MA in Landscape Architecture from Harvard University. Vince has been involved in the Beautification around all of Bel Marin Keys. He has donated his professional design and construction management services to make our community a place so that all of the residents can be proud to say we live in Bel Marin Keys. Vince in the Last 25 years has donated his time and energy to helping many school districts updating their sports fields not only in Marin but throughout the Bay Area.

Darrick was raised in Bel Marin Keys, and now is raising his own family here with his wife, 2 children, and 2 dogs. He established a Law practice in 1994 specializing in Family Law and Estate Planning in San Francisco. Darrick brings to the Board an abundance of common sense, practical business experience and community understanding. Darrick has served as a co-chair of the Measure D Committee and his areas of interest on the Board include: improving BMK’s water quality and access by pursuing new ways to improve and maintain our waterways. This includes looking for alternative sources of funding and mitigation for impacts to the creek from upstream development. He also focuses on proactive efforts to maximize value and minimize costs of BMK’s infrastructure (BMK locks, levees, and parks etc.).

Mark was born in San Francisco of Italian immigrant parents, attended U.S.F. undergraduate and Law School. 1966 was a banner year for Mark as he married Madelon Healy, graduated from Law School, got his first job as a lawyer at the National Labor Relations Board, bought his first home in San Francisco for $25,500, and had his son Mark. His family now includes three married adults and 5 grandchildren. This January he will celebrate his 50th wedding anniversary with his family in Hawaii. Mark enjoyed many years coaching all three children in baseball, soccer and basketball. As a basketball coach at Marin Catholic he continued his enthusiasm for the game. Mark has volunteered on many boards over the years including founding member of Golden Gate Summer Shootout, Marin Institute ( now Alcohol Justice), Senior Access and the World Trade Club. He has also been an attorney advisor for many non profits Whistlestop, and San Francisco and Marin Family Service Agencies, Wildcare, Buckelew, and Westside Community Mental Health among others. This year Mark sold his yacht Luna Sea after spending 10 delightful years in in the marina at Hotel Coral. To relax he enjoys building model boats, driving his father’s 1929 Model A, and walking his dog Louie. He has been a member of the CSD since Feb. 2008 and he continues to work with the Board to make this one of the best communities in Marin.

Mercy was raised in San Francisco married Angelo Angelopulos in 1985 and moved to Bel Marin Keys in 1986. Both her son-James and her daughter– Alexandria were raised here; the Keys are the only family home they have known. She spent her professional career at UC-San Francisco Medical Center where she managed technical communications for medical students through professors and the Code Blue Team at the Parnassus Site and Mount Zion. Additionally she managed at multiple campuses including: the VA Hospital and San Francisco General Hospital. After 38 years of service she retired in 2012. Mercy brings her experience in communicating with large groups of multigenerational leaders, along with common sense leadership knowledge to the Board. She welcomes questions and comments to bring to the Board, to broaden the scope of inclusion.

Cheryl lived in Daly City as a young child and moved to Marin County at age eleven, as her parents decided to move her and her brother out of the city and into the suburbs. Her parents first looked at Bahia, but changed their minds because there was a new development in BMK with large homes, and they moved into Bahama Reef. They became so close to their neighbors the Taylors’ and Ross’ that they were like a large family. There were block parties, and they spent all their weekends boating and hanging out together. Her father was very active in the CSD and in the Men’s Club and her mom was the treasurer for the Women’s Club. Cheryl moved to Cotati for a couple years while working in the insurance industry, but missed BMK so much she decided to come back. She purchased a house in BMK in the late 90’s with her boyfriend, John DeMarchi. She was told she was crazy to pay over $300,000.00 for a house. In the early 2000’s, she worked in the movie industry handling liability issues, employee related problems and she put together a safety pilot program to help reduce accidents in the field for employees and workers. She lost her parents in the last few years and her and her brother took over their business. The movie business was sold and she is now self-employed. Cheryl has had the pleasure to join the local clubs and this year she is the Commodore of the Bel Marin Keys Yacht Club. She is very proud to live in BMK and she is looking forward to working with other members of the CSD to keep BMK a great community.
