This Municipal Services Review (MSR) documents and analyzes the services provided by local
governmental agencies in the Novato area. Specifically, this report evaluates the adequacy and
efficiency of local government structure and boundaries within the region and provides a basis for
boundary planning decisions by the Marin Local Agency Formation Commission (LAFCo).
